Oxford Educational Resources Ltd was founded in 1972 as the audio-visual division of a well known educational manufacturing company in Oxford. The division's charter was to publish and distribute audio-visual training programmes.

OER has developed into a communications company specialising in the training and teaching of basic skills through to state of the art high technology techniques.
